Registering a car from the USA — why is it much more difficult than from the EU?

An American car can be an attractive purchase, but the registration procedure differs significantly from cars from Europe. Instead of a few days of waiting, we often talk about several months of formalities. Sea transport, customs clearance, homologation, excise duty, translations and technical inspection — each of these stages can become complicated and generate additional costs.

1. Customs clearance and taxes (Customs duty, VAT, Excise duty)

After the car arrives at a European port (e.g. Bremerhaven, Rotterdam or Gdynia), the first step is customs clearance:

  • Customs duty: usually 10% for passenger cars.
  • VAT: paid at the destination port (e.g. 19% in Germany or 23% in Poland).
  • Excise duty in Poland: after customs clearance for a passenger car, excise duty must be settled (submit the AKC-US declaration within 14 days and pay the fee within 30 days from the date the tax obligation arises, depending on engine capacity and drive type).

Watch out for documents: errors in the customs declaration or ownership documents (Certificate of Title) may prevent the vehicle from being registered at the Vehicle Registration Office.

2. Technical adaptation to European requirements

Vehicles manufactured for the US market differ in construction and do not have European homologation. Before the car goes for technical inspection, it requires technical modifications:

  • Lights: changing symmetrical front headlights to asymmetrical European ones, separating rear turn signals (red in the USA, orange required in the EU) and installing a mandatory rear fog light.
  • Speedometer: required speed indication in km/h (or a digital switch).
  • Exhaust system and emissions: adjustment to European Union standards.

Lack of professionally performed modifications will result in a negative result at the Vehicle Inspection Station.

3. Translation of American documents

Documentation from the USA differs from standard European proofs. The following require sworn translation:

Unusual annotations on the American title must be precisely translated by a sworn translator so that the office does not challenge the right to register the vehicle.

4. Technical inspection and first registration in Poland

After the lighting modifications and customs clearance, the vehicle undergoes its first technical inspection in the country. The diagnostician determines missing technical data of the vehicle (e.g. axle loads, gross weight, trailer weight or engine code).

Note: some inspection stations require registration on provisional plates to perform a technical inspection for a vehicle from the USA!

At the Vehicle Registration Office you present the complete set: translated Certificate of Title, invoice/Bill of Sale, customs documents, excise certificate, technical inspection and registration application.
