What is professional vehicle registration?
Professional vehicle registration is a special procedure for entities that carry out test drives with vehicles. It applies, among others, to car manufacturers and distributors, diagnostic stations and companies conducting research and development activities.
Instead of standard registration, the authorised entity receives a decision on professional registration, professional registration plates and professional registration certificates. This makes it possible to use the vehicle legally on public roads without full registration.
When do the changes take effect?
The new Regulation of the Minister of Infrastructure of 20 August 2026 was published in the Journal of Laws on 25 August 2026 (item 1128) and enters into force on 26 August 2026.
Key changes
1. Higher fees
From the date the regulation enters into force, two key fees increase:
- Fee for issuing a decision on professional vehicle registration — from PLN 10.00 to PLN 15.00.
- Fee for issuing a professional registration certificate form — from PLN 12.50 to PLN 18.50.
2. New document templates
The regulation introduces updated templates for:
- the application for a decision on professional vehicle registration,
- the declaration required from the applicant,
- the decision on professional vehicle registration.
The documents have been adapted to the current regulations, including the new regulation on vehicle registration and marking.
3. Updated legal reference
The regulation updates the reference to the so-called "vehicle registration regulation" to the current Regulation of the Minister of Infrastructure of 8 November 2024 on the registration and marking of vehicles.
4. District name change in the code table
In the table of codes for voivodeships and districts for professional registration plates, the district "jeleniogórski" has been replaced with "karkonoski". This is a small but important change resulting from the administrative reorganisation.
What to do if you run a business using professional registration?
- Check the effective date — the new fees apply from 26 August 2026.
- Use the new application templates — old templates may be rejected by the office.
- Verify district markings — if you operate in Lower Silesia, pay attention to the district name change.
- Budget for the difference — prepare for higher fees for decisions and certificate forms.
