Mistakes in excise duty cost time and money
Correct excise notification is a necessary condition for obtaining the Certificate of Excise Duty Payment Confirmation, without which the Vehicle Registration Office will not register the vehicle. Mistakes in declarations not only prolong the entire procedure, but may expose you to statutory interest and fiscal-penal proceedings for delay.
1. Exceeding non-negotiable deadlines (14 and 30 days)
One of the most common mistakes is confusing the two key deadlines resulting from the Excise Duty Act:
- 14 days — from the date the tax obligation arises (crossing the Polish border) you have exactly two weeks to submit the AKC-US declaration.
- 30 days — from the date of importing the vehicle you must pay the calculated excise duty amount (no later than on the registration date).
Exceeding the 14-day deadline for submitting the declaration involves the need to submit an active complaint and the risk of fiscal-penal penalties.
2. Incorrect currency exchange rate (NBP) for converting the car value
The invoice or purchase agreement in EUR must be converted to PLN.
Key mistake: Using the exchange rate from the invoice date, from the date of writing the application or from a commercial bank. Regulations require using the average NBP exchange rate from the date the tax obligation arises (i.e. the date the car entered Poland). Using the wrong exchange rate results in incorrect tax calculation and the need to submit a correction.
3. Underestimating the market value of the vehicle
Tax Offices rigorously verify transaction amounts stated in agreements. If you bought a damaged or bargain car at a heavily reduced price, the Tax Office has the right to challenge this value and calculate excise duty from the average market value of the vehicle in Poland.

4. Wrong excise duty rate and drive description (hybrids and electrics)
Incorrectly determining the engine type in the form is a direct path to rejection of the declaration:
- Incorrect rounding of capacity: E.g. entering 2.0 l at a capacity of 2004 cm³ means moving from the basic rate of 3.1% to the higher rate of 18.6%!
- Omitting hybrid status: MHEV (soft-hybrid) and HEV up to 2000 cm³ benefit from the reduced rate of 1.55% (instead of 3.1%), and those above 2000 cm³ from the rate of 9.3% (instead of 18.6%). Failing to mark the hybrid drive means overpaying tax!
- Electric and Plug-in cars (PHEV): Require submitting the AKC-US declaration, indicating the exemption basis and submitting the WZZA application for exemption, rather than paying standard AKC-US.
5. Choosing the wrong Tax Office and mistakes on PUESC
Although excise declarations are submitted electronically via the PUESC portal, the application goes to a specific tax office appropriate for your place of residence. Misdirecting the application or inability to submit a declaration correction can block your case.
