AKC-US, WZBO, WZZA — which excise documents to choose

Not every vehicle requires the same excise declaration. Choosing the right form depends on the vehicle classification, its intended use and the type of drive or circumstances of import. Check which document is right for your case and how to avoid mistakes.

Choosing the wrong declaration delays registration by weeks

Choosing between the AKC-US declaration and the WZBO or WZZA applications may seem like a minor detail, but in practice it is one of the most important formal stages. The wrong form means rejection of documents by the Tax Office, the need to file corrections, and the loss of valuable weeks. Before submitting documents, it is worth knowing which application concerns your car.

1. AKC-US declaration — passenger cars from the European Union

The AKC-US declaration is filed for intra-Community acquisition (import from the EU) of a passenger car. You have 14 days from the date the tax obligation arises (crossing the border), and the calculated excise duty must be paid within 30 days.

Where do problems appear?

  • incorrectly determined date of the tax obligation,
  • application of the wrong EUR/PLN exchange rate (the average NBP rate on the date the tax obligation arises is required),
  • omission of the drive type, which is crucial for discounts for hybrids or exemption for electric cars.

2. WZBO application — certificate for commercial and delivery vehicles

The WZBO application is used to obtain a Certificate of no obligation to pay excise duty. It applies to vehicles imported from the EU that are not classified as passenger — most often lorries, delivery vehicles, vans or special vehicles. More: excise duty exemption for trucks.

Most common difficulties and pitfalls:

  • Unclear classification: qualification according to the customs tariff (CN 8703 vs CN 8704) is rigorous. The annotation "commercial" in the foreign registration document is not enough if the vehicle has a glazed passenger space or factory seat mounting points.
  • Lack of complete attachments, such as a certificate from the vehicle inspection station or declarations of structural changes.
  • Incorrect verification of parameters (gross vehicle weight, payload, homologation).

If the office finds that the imported van or bus meets the characteristics of a passenger car, it will reject the WZBO application and order payment of full excise duty plus interest.

3. WZZA application — certificate of excise duty exemption (electric cars, plug-in hybrids, removal goods)

The WZZA application is filed to obtain a Certificate confirming exemption from excise duty on a passenger car. More: excise duty exemption for passenger cars. This applies to cases where the vehicle is statutorily exempt from excise duty, including:

  • electric vehicles (BEV) and hydrogen vehicles (FCEV),
  • plug-in hybrid cars (PHEV) with external charging and a combustion engine capacity of up to 2000 cm³,
  • removal goods (when importing a private car on returning to Poland permanently after meeting formal requirements),
  • vehicles imported within diplomacy or international organisations.

Requirements and difficulties:

  • The need to present precise documents confirming the right to exemption (e.g. CoC homologation certificate confirming plug-in drive parameters, customs documents or proof of residence and vehicle possession for removal goods).
  • Minor errors in declarations or lack of appropriate attachments result in refusal to issue a certificate and charging standard excise duty.

How to file a declaration online correctly?

Declarations and excise applications are submitted electronically (via the PUESC portal). To submit WZBO or WZZA applications, precisely attached attachments are necessary:

  • foreign registration documents and purchase contracts/invoices,
  • customs documents (in the case of import from outside the EU or removal goods),
  • certificates of technical inspection, manufacturer's technical declarations or homologation certificates.

The lack of even one attachment suspends the case and calls for formal deficiencies to be remedied.

The most common mistakes that cost time and money

The most common mistakes include: choosing the wrong form (e.g. filing AKC-US instead of the WZZA exemption application or WZBO certificate), incorrect currency conversion, lack of documents confirming the actual condition of the car, or missing the deadline.
